Or another way to look at this story is that perhaps the developer should have made their game available through additional channels. They were unwilling to put their titles onto Impulse.

The AI will build harbors and boats but it is not, IMO, very good at it yet. This is something that will take quite a bit of time for it to master because I'm requiring the AI not to cheat so it has to first build the transport, load the transport, send the transport and find a beach to land on (it's not like Civ where you can just build a boat on any water adjacent tile nor is it like HOMM where units just turn into boats and walk across the water). The book's bonus campaign is not related to the War of Magic. Elemental: War of Magic - book 2 is in the future. The meat of Elemental is the sand box game. The campaign (book 1) is basically a glorified tutorial.

Ok, these may be obvious suggestions but: 1. Try lowering the resolution the game plays at. 2. do you have anti-aliasing on? If so, try turning it off.
Shards also increase your essence if you build the right improvement with them.
You train them in the city they're associated with.
