[eMOD] - Catapults Can Siege

Catapults can Siege by D. Elliot Lamb!

Catapults can now fire once per turn on the strategic map. It does less damage than in tactical and only fires up to 2 tiles away, but now catapults can soften up enemies or cities before you attack.
