So, I invaded an AI city and noticed that there were three open slots.
Even if the AI didn't have enough manna, it could have casts the manna enchantment that's free. (This was late game)
I'm pretty sure that the enchantments the AI had on their cities are removed when you conquer them. The enchantments belong to the player, not the city.
