After all it doesn't give you anything unique, it just lets you save some (okay, A LOT) metal, which is generally plentiful enough anyway. If it cost 1 pick, it would be adequate, but as it is now it's kinda meh.
Master Smiths not only reduces the metal-cost by 50%, but also the production-time (which also reduces the wages) and upgrade-costs. So yes, it is worth 2 picks.
Yea, it's a pretty solid choice.
It's very good if you plan on producing a lot of troops to go at melee. Build a Fortress city on a square with at least two essence, and after you've developed it with Enchanted Hammers, remove that and add a couple of Aura spells to really boost those troops still further.
