I'm playing a Tarth game right now, and Kraxis just built an output directly next to my capitol city to capture a horses resource.
Not only is this strange in terms of enemy outposts built on friendly soil, it is also a REALLY stupid placement for the outpost (there were other free spots) AND it captured no other resources.
