When 'Slow' or "Haste' are cast (or any initiative changing spell actually) the initiative tree reorders itself, seemingly illogically often times (yes, there will be a logic but it is not what you expect or straight forward).
Pandemonium may well have resulted in a 'Slow' being cast.
