In my current game, I am about to settle my 4th city. When I do, it get's the same name as my 2nd city, and apparently the game does identify the city by the name, so it does not act as an independant city at all. When I select it, I just get the information and building que of my 2nd city.
I have the savegame stored and can send it in, if it helps.
