[0.77] [BUG] Does the Infection spell work?

I've cast Blind, Curse, Graveseal, etc. and other "negative" effect spells on an opponent army followed by Infection which says it's supposed to spread the "negative" effect to the other opponent armies but never does.  Has anyone ever seen this work?

likewise - have not figured out if it does anything - (with both debuffing spells and damage spells - no effect seems to jump to other targets,
