[Problem]
Multiple units with impulsive have the effect of making the enemy army get more turns.
[Steps to Reproduce]
Start a game and get a few champions with impuslive.
Make sure their base initiatives are high, such as 13 and 14.
Find enemy units who have an initiative under that spread, such as 11 or 12, and start a fight with them
Note that your highest unit with impulsive goes first, then second.
Note that the enemy army acts with their 11 or 12, before your second (faster) impulsive unit acts with his 23 (natural 13)
Note that after your slower unit gets its double impulsive movement, things continue as normal (including enemy actions)
The enemy army has effectively also been granted the benefit of impulsive, and acted twice in the first round.

Each additional unit beyond the first which has both impulsive AND a higher base initiative than an enemy unit has the effect of granting that unit an extra turn. This can result in multiple extra turns in a single round.
Here is the units I used to reproduce the bug. All the champions have the Impulsive trait, as well as decent initiative.
Arando - 15 +10 impuslive
Ulfnir - 13 +10 impuslive
King Ragnar - 12 +10 impuslive
Naddi - 13 +10 impuslive
Archers - 10, no impulsive
Fighting against a group of rock spiders with initiative 12, the order initially shows
1) all the heroes first
2) The fastest hero going again before spiders
3) then spiders
4) then other heroes again

What actually happens is Arando goes twice in a row, skipping the other three heroes between his two movements. Here is the order during Arando's second turn, which came immediately after his first and without the other impulsive champions going yet:

The true order ends up being:
1) Arando
2) Arando
3) All spiders
4) Naddi
5) Naddi
6) All spiders again
7) Ulfnir
8) Ulfnir
9) All spiders for the third time
10) King Ragnar
11) King Ragnar
12) Archers
13) and back up top to Arando.
14) Naddi
15) Ulfnir
16) Spiders
17) Ragnar
18) Archers
The enemy army gained two extra turns, because I had three champions with impulsive and a higher base initiative than the spiders. The fourth champion was slower than the spiders, and so did not grant them a third bonus round of actions.
