I would recommend setting the default edge scroll speed to 0s delay, I don't see a reason to have it there so much as to not have it.

If possible, I would make the default depend on the resolution selection. If you are playing the game full screen then edge scrolling should be 0s. If you are playing with a smaller window, it is only annoying to have the map slide all over when you mouse out to check email.
