Hi,
I'm trying to cast arcane weapon on my city stack but am unable to. Frogboy is stationed inside Capital2 (he's buffed with it) and he has two unbuffed Fanboys with him. Try casting arcane weapon on the city itself, it will pop up a blank window. If I move the stack outside the city, I can then cast. This may apply to other spells beyond just arcane weapon.
