[1.19j] Empire Caravan Problem

Season 58 of 1.19g game. I normally play Kingdom but this time I played Empire. Anyway, I just took over one of Pariden's settlements (renamed it to Filler3) and I cannot build a single caravan from it despite having the tech. I've haven't experienced a caravan limit problem like this as Kingdom in many patches. I theorize Pariden created a caravan from Filler3 shortly before I took it over and the counter is still dinging me for the active caravan under Pariden's control.

[Edit] I was able to track down the Pariden caravan and kill it thereby freeing up the caravan slot. Please fix this bug when you get a chance. Thanks.

I took over the settlement of Food3 from Kraxis a few turns ago. When I went to build caravans it only allowed me to create 2, not 3. I think there must be an unassigned caravan somewhere under Kraxis control but regardless, shouldn't the caravan count reset when I took it over (i.e. allow me to create 3 and not just 2).

I just took over the settlement Aneanitel from Kraxis this round and was able to queue up 3 caravans. Based on prior experience I think this is due to an open caravan under the prior faction control - the count is counting against me, please excuse the pun. Thanks.
