Note I just conquered Resoln and their observer from their unit queue spawned outside the city upon my conquer. The menu on the right notified I completed the build (unit is not under my control). Weird.

Upon ending turn, unit does not disappear. Also received the warning that enemy units are in my territory despite the fact that Resoln is 6 feet under. Gonna turn my army around and go kill the unit. This is a definite bug.
