just played the campaign, when into shop just after the town had placed it's influence area, was able to buy travelling boots & a staff, so I think it is NOT normal, it might be a good idea to open your impulse & SHIFT VERIFY installation on elemental, BUT the 'my inventory' tab in the shop SHOULD be empty as this is the excess stuff that has been picked up, but is not equiped at present, note the starting weapons & clothes are never in the my inventory
