1.0.9t Beta - Stupid AI tricks

Hi Brad,

I just took over an AI capital which was right next to an arcane tower.  The AI had built numerous archivists and little else.  He had chosen the "gold" bonus twice during level ups.  That's about the worst combination you can have right there.  Will you please teach the AI about city specialization?

That sort of thing will have to wait until v1.1.  I have started on the code to do more calculations on what it should choose as its specialty but we're currently in lock down.
