To reproduce:
- Activate a city's build menu.
- select a building to place / build from the menu
- Use the mouse wheel to zoom in / out until you make the transition between 3D and cloth map.
The green placement markers are gone now but you are still in "place building" mode.
Apparently the markers are not updated when making the transition.
