A test showed that a 500 Dodge stat resulted in a 50 % dodge chance.
Basic shields have a dodge bonus of 2.
That means a chance of 0.2 % (!) to dodge/deflect an attack. That has to be a very very small shield.
Spell descriptions also point at a decimal error.
Cloak of Shadows: "Increases the caster's dodge chance by (15) for 4 rounds."
Spell effect: increase dodge stat by 15.
So for 10 mana you increase a unit's chance to dodge by a whopping 1.5 %... for 4 rounds. Yay.
Quite obviously someone changed the Dodge Maximum (why, if it's a float?) from the intended 100 to 1000 but forgot to tell the content team who created the items and spells.
