Armies Automatically Autoresolving

The problem that I keep having is that I am not receiving a prompt when I move an army to attack, it simply auto-resolves the combat and shows me the results.  I do, however, get a prompt when I am attacked and if it is part of quest. I would like to use tactical combat when attacking; is there a way that I can fix or change this?

Turning the tactical battle threshold slider to 0 in the options should offer a prompt for every battle.

If I may suggest:
make the 0 setting the game's installation default.

If it "sometimes" works and the player doesn't know what the slider even means (no tooltip) or that it exists at all, it's not an intuitive feature.

If it always works this way or always works that way... that's easier to understand.
