i had a strange bug where i captured an enemy town and built a hut to connect a resource to it but when i ended turn the resource was in my town but had the enemy's border around it an was theirs, i could not attack it because it was still part of my town.
killing off the enemy faction did not solve this and it remained the only part of their empire left in the game.
