Have now restarted my campaign twice. Neither time have I been able to learn new magic spells although the manual seems to suggest this is easy. is it because there are no shards within the boundaries of my outposts yet? I can cast magic, I can cast the Firebll spell, but that's about it? Not so easy an interface to this game.

what do you mean by learning magic?
to learn new spells just click on the bottom left
if you mean learn after all those spells you already learnt then there are quests and research in magic
In the campaign, you can't learn magic until the campaign plot turns it on. When you can, it'll tell you.
In sandbox games, you can learn spells right away as ddd describes.
