He was standing just outside my territory when my city leveled-up and put him inside my turf.  He's been sitting there without moving for a few dozen turns.

1:  Shouldn't he move out, since we aren't at war but don't have any treaties?  I'm pretty sure he he would not be permitted to move in now.

2:  Pretty lame AI having him just sit without doing anything for so long.

2.5:  for that matter, kinda lame that  his AI also had him sitting there without moving for at least a dozen turns on the edge of my turf before my city expanded.
