When you prepare to build one, the text at lower left says 15% bonus to economy (wrong, I assume); lower right says 15% to "knowledge collection" (correct, I assume, but why not call it "research"?).
Just found this one m'self. Didn't have my economy or research high enough to notice a difference, so I can't say which one it improved for sure.
