[.91 Gameplay] Equipment not available

I updated .90 to .91 and started a new game.  I researched warfare and chose equipment, and the various cloth armor pieces became available in the item shop, but were not available when I went to design a new unit.

Saved game is here.

I'm going to delete Elemental, do a clean install, and try again.

After uninstalling, deleting both Elemental directories, and reinstalling, the same bug is still there.

Perhaps related, in 0.92 I was unable to equip any armour that I found in goody huts. "Patchwork Breastplate doesn't fit this unit."

Umm... I thin equipment tech is followed by light armor tech that will allow you to design troops with leather. The equipment tech makes ot only available to heroes.
