playing as empire, set outpost next to wild game square, plenty of gildar & material, but unable to build the wild game upgrade after research in imperium at level 10
also unable to build fruit grove and refugee camp

pardon if this seems a silly question... did you choose hunter as job for sovereign as that is required for wild game as far as i know.
I usually use warlord with all spellbooks reduces strength increased int & wis weapon
And that does it... I didn't try that myself, but AFAIK you aren't supposed to be able to harvest wild game with warlord. Wild game is supposed to be only for those with hunter sovereign.
