[BUG?] Shopkeeps have no inventory

The first game I played, shopkeeps had various things for sale, potions, low end weapons, etc.

 

However, the last 3 attempts have had reasonably advanced cities with merchants and forges, that have entirely blank shopkeep inventories, nothing apparently for sale.

Mine had inventory when I looked at it but I found I could not sell my extra sword to him.  Myabe this isn't implemented yet?

As far as I can tell, they can only produce things you can already make (AKA have researched)... is that it?
