Researched leather armor & low-level metal armor and designed a unit.  Then research dagger and upgraded it.  The equipment tab in the unit design screen showed "kite shield" under the heading "pants".  Insert dirty joke here.  And the graphic was a round shield, not what I think a kite shield should look like, although I think a foot-slogger like him should have a round shield, not a kite anyway.

Also, cloak was under "wrist gear".

EDIT:  and the armlets where under the "weapons" heading.  It doesn't even make sense for that tab to have a "weapons" heading if there is a separate weapons tab.
