I'm not sure if this has been addressed before or not. In 0.30, the standard sovereigns have the "Basic" spell book, which include the teleport spell. That spell book doesn't seem to be available to custom sovereigns.
Teleport is available in the "Air" spellbook.
Teleport and Charm Monster are basic spells as far as I know (I never pick Air).
That is strange, I don't remember to have the teleport spell available in 0.3 if I choose only Restoration and Earth, but I may be wrong.
Custom Sovereigns don't get added the Basic Spellbook when created which is supposed to (could be added manually to his .xml for future games though). Without that book, no Teleport or Charm Monster.
My custom sov doesn't have the basic spell book show up in the choose sov screen or in the create custom sov window, but it is listed in his .xml file.
I think this is fixed in version 0.302.
