I have visited a goody hut. I wasn't able at this time to build a city on this spot (action red). After moving one tile, ending turn and going back to that tile, the action to found city was green. I decided to build a city, pay the essence cost and got a CTD.

When loading that save game and founding immediately the city, I got a CTD.
I had a sorta similar CTD, when I was founding a city near an iron mine. I've reported it of course.
