I'm testing on Windows 7 64-bit...are quests in the beta? I haven't received any, even with the proper research advancement.
The quests work but the files aren't being put in the correct place, at least for some of us with 64 bit OSes. See if they exist in ProgramData\Stardock\Elemental - War of Magic\Temp\English. They need to be copied to the folder that Peace Phoenix mentioned. In addition I copied them to the Core Quests folder in the actual program path (something like Elemental\English\Data\Core Quests) so it would theoretically be available for all users. After that the quests started working.
