You probably haven't gotten around to coding this yet. But when you leave a city totally undefended then even the wandering monster should do something to it. Like maybe make a nest, eat a few tourists, lower your prestige, increase your pest control junk mail.
By the way I'm hoping eventually Ebbenwolves will be more than just bandit pets and giant spiders might behave more spidery than roaming around randomly.
