Maybe like Civ 2's! It was really enjoyable and easy to make some simple events thanks to the editor. I've not tried making an event with Civ4 but that would have to go into notepad or something?
Like EU and KoDP, maybe you can just start off with giving us something that reads like a timeline, with varied 'fluff' text to describe a typical event. Then work towards your 1 million monkeys with 1 million typewriters thing. The story doesn't have to be randomly generated. Just needs you to meet the right triggers to get the next story events/block of text/change in whatever/something spawned. Like in Civ, you can push a story through with events that will play out at a different pace with each player, some may even experience the story in a slightly different way. Depends how consistent the story wants to be. Can have it tightly scripted with little variation.
We can choose the shape of our cities, determing where they expand into. That's nice but it will get a bit dull if each city tile looks and is the same. What different tiles to grow your city would you like? Some I have thoughts of: I am assuming a 'city building'(if we build them) won't take up an entire tile or they will complement a tile type, instead. Sounds cool. Providing the combat stats weren't so rigid as GalCiv. With the laser vs shield and missile vs PD etc. Hopefully it won't be sword vs armour type A and bow vs something crazy else.
But GalCiv2 and Sins' digital only managed to stay at $44 with +boxed going at $49. Have the stores really made you put on that extra $4?

Events are a must. Take King of Dragon Pass example. That is almost a game entirely driven by events. Of course, not saying do that here but lots of events help add flavour to the game and can really help show off the lore of the game.
