It is a sight issue with your SOV. Had you moved your SOV, they would have appeared. Seems it takes a turn or some visual change, like a click, to have them appear. You can replicate if you start a new game, then select your SOV and move 2 tiles. Stuff will appear that wasn't in the non-FOW area before.

Welcome to Beta .295. Under options, turn on Auto saves and after a crash restart your PC and then Reload the games last save. It will allow you to carry on but results will still be iffy.
