It may be possible if the WHOLE City based protection Techs (hedges/Wooden & Stone Walls) etc were set to be "Global" and not just in the Warfare Tree. Otherwise I can not see the "Defensible" Civic, Adventure or Magic only based society/Cities seamW3 mentions.

Make it only available in 2v2 and up games that contain even amounts of AI per side. In a 4v4 for example, each team having 2 AI players. Team 1 would have the Human players in Slots 1 & 3, the AI player in slots 2 & 4. One thing to keep in mind is that currently we cannot lose what we take on the Map. With Beta 2, and the introduction of visual battles, I assume that will change so your power base can\will become way more fluid. For example. I now can go out and hold all the Shards, even if I don't get credit for them right away. But I know my Magic research will be useable, and as such I build SP buildings to build up my SP bank
