The game is not resizeable via drag/max/restore in windowed mode. You must change the resolution in the options.
Any full screen app will shift secondaries off if you run it at below your desktop res.
Yeah, if that half is counted as the primary adapter that's probably it. Your debug.err file should tell how they're being detected.

Brad's four categories don't really cover everything (interface stuff, for example), but as this is a usability issue (working as intended but not informing the user of an action that needs to be done) and not a matter of something failing to work as designed, it'd be closest to "suggestion" of the four he gave. I'll see about reworking the reporting how-to when I get the rest of my prefab replies set up to be more thorough.
Is the third set as your primary in windows and/or the one you ran the game from?
Trimmed dxdiag reports. Please post them on pastebin.com and link them when they're needed, or only include down to the video card section so that the threads stay readable. If the game is actually running though (not a "won't start at all" issue), the debug.err file is much more useful. You can find it in My Documents\My Games\Elemental.

There is an issue being investigated with texture data generation at startup. Please make sure you're using the latest drivers though, just to be safe.
For the sake of keeping report threads readable, please don't post the full length dxdiag report here; preferably use pastebin.com or similar and link it, or just post the top part (down to the video section) unless asked otherwise. And if the game is running far enough to produce a debug.err, please post that instead. In any case, there is an issue with generating some texture data (resulting in a crash from the splash/intro) at first run that is being investigated.
Deleted full repost of dxdiag to keep things readable (everything beyond the video section is not too useful here). What would potentially help is if you grab the debug.err file from My Documents\My Games\Elemental and copy the last ten or so lines from the bottom when this happens, to see waht the game says is happening.
Trimmed thread. The game will require at least some sort of DX9 card (for font support and other features), and the 9200 is a DX8 card. So unfortunately it's just not going work. Though it's helpful that someone found this because we could probably use a check for it so it fails gracefully.
As noted, this is a Windows bug that is fixed in RTM/Final.
Edge scrolling is not currently implemented fully, AFAIK.
