Do you have a savegame to reproduce this?

Works fine here at that res. Are you having any other UI issues?
Please post your debug.err file when reporting graphical issues.
You can, though if you're just looking to try the game we generally advise waiting until release. The beta's for testing, not for fun.
Please post your debug.err for this.

Are the AIs building cities closer together than the game allows? Screenshots and savegames would be helpful to illustrate this issue.

How many movement points did he have?
I have the same problem with being unable to build after saving the game.
Make sure you're updated. We pushed a minor update to 3C around 10pm EDT last night to resolve this.
If pastebin isn't working, you can upload debug.err files to dropbox. See the reporting guide for details.
If you encounter this again, try to get a screenshot to better illustrate the issue.
Would it be possible?
Just turn down the resolution to the size window you want. Any windowed setting below desktop res will have the normal title bar and borders.
Try restarting the game before loading a save, rather than doing it in the same session as another game.
New threads are fine.
This is most likely because the smaller display is in fact set as the primary in windows (see the driver info section).
Please provide your debug.err file with the dump. It gives a record of the game's memory usage at each turn.
Dumps are created in ProgramData\Stardock\Elemental- War of Magic , as noted in the reporting guide.
If you have it set to your desktop resolution in windowed mode, the game will run in a borderless full-screen window. While it may look just like fullscreen, you'll find you can alt-tab more readily, use Jing, etc.
