The GOO executable isn't going to be the same as that with nothing or with a different protection, so the existing OBSE can't modify it since it isn't written for it. Non-SE mods should work just fine.

Did this happen out of the blue, not following an alt-tab? Any memory dumps that were generated would help us to look into this.
As it would appear that DirectX is flat out failing to report the driver information correctly, it'd have to be a bug in the driver or DirectXitself. If changing the drivers makes no difference, you might try updating/reinstalling DirectX from Microsoft's site.

Farms (or any resource gathering improvements for that matter) no longer require any techs to build. You should be able to select the fertile ground and hit the build button right on it.
