Simply select the unit and right click on where you'd like to go.
There should be a pumpkin patch and a wild wheat tile nearby. You can build on them by clicking on them and choosing the build option when they're in your territory.
You can also click-drag the map to scroll as fast or slow as you desire at any given time.

The game likely isn't hung, but the cursor may fail to revert to the quill if you were in a tactical battle. The hotspot for the move cursor is at the top left leg of the X, which you should be able to use to complete the level up and move on.
If you're getting the games explorer error that shouldn't be anything related (Windows doesn't remove it on uninstall so it'll fail trying to add it since it's still there, AFAIK). Is there any debug.err file in My Documents\My Games\Elemental (if so, post it), or is the game not getting far enough to create one?
That option doesn't impact the AI difficulty, just the neutral creeps and such.

Do you have a savegame that can reproduce this? If so that would help greatly.
Was that the only dump file present in the folder (as you're reporting two different crashes). Any context you can provide would be helpful.
Hits fully absorbed by armor are registered as misses, so that's most likely what you're seeing. Single archers are only really effective against unarmored opponents. Training groups so they can volley will yield better effect.

Please provide your campaign save too in case there's some particular circumstance involved.
Reducing the world difficulty should make for fewer/weaker creeps.
If you want to always tactical battle, turn down the tactical threshold in the options. By default it only offers tactical battles if four or more units are involved.
