It's likely. There have been a couple of similar reports. The devs are looking into all of them.
Campaign saves are loaded from the campaign screen as they're kept separate. The normal load screen will only show sandbox saves.
There is in fact a pdf of the manual located in the directory you installed the game at. :)

The devs are looking into this issue, as several others have reported similar.
Some games and apps have files outside their install locations or OS-specific dependencies; that is the reason for the limitation on archives created from existing installs. If you use the Download Archive option on a machine without the game currently installed, it will get the original package that is not OS-specific (These can also be gotten via Impulse Anywhere).

As race creation was more complex than sovereign creation (and we'd like to expand it further), it was moved into the realm of modding. AFAIK we're planning to have a workshop for it in the future.
