If you're able to download the game, the simplest thing to do is to just install Impulse, register your key, and download the entire latest version of the game. If downloading ~2GB is not possible for you though, please contact [email protected] and they can look into the disc install issue.

Does it make any difference if you change your number settings to US/North America in the windows regional settings?
If this is not caused by alt-tabbing, does it make any difference if you set windows to use US number settings (comma for thousands and period for decimals)?

The Town Hall, as its tooltip says, increases influence (ZOC), not prestige. From your save for example, I built one in one of your other towns. A couple of turns after completion, the ZOC bulged out an extra tile on the side of the city that the hall was built on. Embassies generate diplomatic capital (check the resource tray at top). Diplomatic capital increases the value of your trades.
