The tac threshold option will determine how many units must be involved in a fight to yield a prompt for a full battle.

Are you facing an enemy sovereign with the intimidation trait?
This is fixed internally for 1.08.
Elemental does not require an active internet connection to play. If you have a software firewall it may hang the version check as it will just hold the connection attempt in limbo until you accept/reject it, but if there's no connection it'll just skip the check and carry on.
It's due to the number of enchantments you have active (each occupies part of your essence to maintain), which is a known issue. Canceling some of them should allow you to cast the imbue.

It is indeed a bug if it's spawning in an occupied tile, but you should be able to just send a hero to pop it, then you should be able to build.

It's because spells roll 0-max against defense (also 0-max). We're going to be addressing the combat system in general and magic as well in the future. See here for discussion on the subject and to weigh in your own views.

Make a shortcut to the game with the target line like (with the location you installed at of course): F:\Games\Elemental\Elemental.exe /createxmlbinary The localized data setting is just a toggle in the options screen which may also be relevant.
The devs are squashing every leak they find, but there is no magic pill thus far. We'd like that as much as anyone. Right now it's looking like more of an issue of numerous small ones, rather than one big easy target.
It looks like one of the screens is corrupt. Try clearing out C:\ProgramData\Stardock\Elemental - War of Magic\Screens, and failing that, reinstall via Impulse (you don't have the 1.07 update anyway). Your video driver also is not correctly reporting its version data to DirectX, though it's hard to say if that might be related.
It looks like the driver is reporting that it supports shader model 3.0 so the game is trying to use that, while the 945 only actually does 2.0 (and emulated at that). As your drivers are two years old, see if HP or (more likely) intel has anything more recent available.
