Most cases of this are due to units on autoexplore failing to exhaust their moves--usually boats (such as yours). Moving the boat manually to use up its moves will let the game proceed. All the messages in your debug following turn 250 are pretty typical for the exit game sequence.

That debug file is incomplete and shows the game was started then immediately quit from the main menu, but if you can upload a save with a stuck turn on your other thread we can check it out as Brad commented there.
Please post your debug.err file. This sounds like a failed driver reset (which the debug would note), which is possibly a result of driver bugs.

Try updating your video drivers--you've still got the Win7 RTM drivers installed, and they don't seem to be the correct ones for your card (AFAIK x1300-x1500 cards were never made with more than 512MB of VRAM), which may explain the apparent texture memory issue as in your screenshot.
