I've uploaded a Children of Storm compatible version in case you wish to use CB with COS. If you already have the 1.1 version installed, you only need to replace the ChampionBonanza.xml and the ChampionBonanzaDLC02.xml files. I had expected to add all those extra tags slowly over the coming week but Notepad ++ is such a efficient application. Many thanks to Heavenfall who promptly responded to my questions. :)

Updated to version 1.1 - Adds 46 more champions for a total of 219. - Includes two new random events which spawn two unique monsters: Yellowbelly and the Amethyst Automaton. I just had a mini-download after logging on to steam (no it's not the 1.3 beta) which installed three new XML files (new items and spells). I'm wondering if this isn't an error as some art seems to be missing (the scroll icon is used for the "cursed bell" for example). I'm leaving out the spoilerific stuff as my curiosity forced me to go through the entire file but my eyes almost popped out.  
A few things to report: 1) CoreUnits - Champion Vasim has his armor incorrectly written as "ChainBreastpiece_MasterworkArmor" instead of "ChainBreastpiece_Masterwork" - Champion Rostyra has two "Lethal1" lines. Not a problem unless one was supposed to be Lethal2? - Champion Shimsher has the "Sweep" ability listed instead of "Sweep_Level" (Warrior) - Champion Ulrik has an ability which doesn't exist "NaturalLeader" &n
Removing the allegiance tag (kingdom/empire) will prevent the champion from appearing at the fame milestone.

Thank you for this DLC, I'm really enjoying the additional content. The new Assassin armor is a visual treat. Bonesplinter is a fitting mount for the future sovereign of Elemental. I would like to add my voice to ask for "MORE".
The Ogre "ranged" crushing blow issue is still here. It was happening in my previous 1.2 game and it's also happening in my current Quest DLC game. My poor baby Naja never had a chance!
Babysitting on the battlefield? Well there's no denying that keeping a level 1 champ alive under those conditions would be a fun challenge, especially as the AI seems inclined to gun for weaker units (aka the arrow magnets).
What you describe is actually how it works in the standard game. At 3 fame --> Level 1 champions At 50 fame --> Level 3 champions At 100 fame --> Level 5 champions At 200 fame --> Level 7 champions At 400 fame --> Level 9 champions At 800 and beyond --> draws from the entire pool of champions, meaning you randomly get any of the above levels The last time I reached 800 fame, I had the choice between a level 5 and and level 9.

A few things I've come across. 1) CoreUnits Champion Norii The Quick still has the unit design "Acrobat" listed instead of "Acrobat_Level" which creates a gap in her skill tree. Champions are designed with a fixed starting level. Tuatha has a spawn rating of 5, meaning he will always be available as a level 5 champion (at 100 fame). You can't get him at other levels of fame (well except 800 and beyond where all champions become randomly available again but he will remain a level 5 champion).
It's just a design decision. Tuatha has Calloused Hide, Regeneration, Tough and Revenge as abilities (and Vulnerability to fire). Giving him extra skills in the General or Defender trees would make him OP compared to other level 5 champions. It could be argued that Tuatha is limited with the equipment he can use but that's another debate. Maybe that Explorer came from a faction with the Stealth trait? I've seen this several times in FE games and it actually happened twice in my favor. Each time however I was playing a faction with the Stealth ability so I never considered it a bug.
