I had had the same problem in the previous version. He sort of followed me home Move an army into the bad land and find the 'Spawn point" he moved off of. It should be un or lighlty defended Move a unit onto it - there may be a couple of others as well. The laaand should change Be preapred to send in pioneers for the city sites - before yoru neighbors do.

Try a none or a sparse setting, same with just about everything else. This is one of the charms of the game, as are the ability to use mods. Trained units are a key part of how I play the game.
