Have exactly the same issue, did you find an answer to the problem in the meantime?

Anyone knows what's going on, whenever I start the game on my tablet it shows the game windowed in about 2/3 of the screen with the mouse stuck in the top left corner of the screen.

Beta 4 is looking great but there are still some game-breaking issues mid-game with crashes. There's a good save from wheret the game can be continued followed some 8-10 turns later by 2 saves which always give a crash when going for next turn. In addition, loading these 2 saves and checking the information on the foreign relations produces an empty section - that is probably a bug or save corruption.
