What size map are you playing on? It seems like it shouldn't matter, but I notice that this seems to happen to me more on smaller maps.

There has never been a hard cap on cities in Warlock II; it has always been a soft cap. Also, it does absolutely nothing to address city/settler spam; in fact, since the specialist cities occupy much less space, you actually build far more cities in this version to cover the same space. To be clear, it's not a bug; if you started casting the Spell of Making then you are immobilized for ten turns while you cast it. That's intentional.
One neat thing about Warriors with Wanderlust swords is that you can easily have three counter-attacks by mid-game (2 from the Fending Blade, 1 from Warrior trait.) There is an option (under "Advanced Options") to zoom in to your mouse cursor, rather than the center of the screen. I don't remember the default but maybe this is why zoom isn't acting the way you'd expect.
Step one is to eliminate Kraxis. You will get messages with directions from there.
Save/reload seems to fix this for me.
I found the scroll out/scroll in method accidentally, and am using it with no real problems, but I agree that this was the first thing I tried to do when an enemy moved out of sight. Edge scrolling is more intuitive, I think.
