I suspect their pathing or such is not allowing them to expand correctly as I've seen factions stack 16 pioneers on one tile when they were boxed in - and they kept making them anyway. Brad - can you please review these saves? Large map, max factions, ridiculous across the board, and there are a few factions hovering around 6 or 7 faction power while Gilden and Altar are growing exponentially. Auto-explore will cause this. Find and click on each and every unstationed unit. Ensure auto-explore is turned off, click on a square next to the unit to move it there. I bet you will find the unit causing the issue - the second you find it, the end turn will cycle.
