I can only create Kingdoms. Clicking on Empires does nothing. Bug or not implemented?

I had non-aggression, trade, and tech treaties with Capitar, along with a good relationship - until they went and built an outpost on the very spot I had planned to (iron, crystal, and Fire shards all within easy reach). So I marched my bestest army right up to the city (which was completely undefended, by the way) but I couldn't launch a surprise attack. But I couldn't declare war, either - that was grayed out in the diplomacy menu. As was the "treaties" option. </p
Reloadng my latest saved game, one of my cities is showing the HUD for one of the independent cities. The name in the journal page is correct, and I can still build and recruit - it's just the HUD that's the problem. Closing and reopening doesn't fix it - the only thing that does is moving a character into the city from someplace else.
Compatible with saved games?
Never messed with them in the beta. I'm at the point in the campaign where you can build them. How do I set them in motion - nothing I try seems to work.

Vicky 2 is keeping me occupied. But I don't get a lot of gaming in on the weekend anyway, since the wife keeps me busy.
Correct me if I'm wrong Froggy One, but my understanding is the campaign is essentially an extended tutorial.
Now Impulse says "Last updated 8/20"(!), instead of the Install button the Run button is back, and when I run it I get Beta 4 again. ???????

I had almost the same experience - I could see the spells in my spell book but there was no animation for (what I assumed to be) ranged weapons. Just little numbers flying off my character's heads. Also, it showed the same character card no matter who I clicked on.

I can't access my Sovereign's inventory. Clicking on the equipment button does nothing. You also made it harder to see.

I thought I read one of Frogboy's posts where he said there would be no tech trading. Yet I was able to do it in 3B. Or is it just the A.I. civs that don't trade with each other....?

doesn't allow me to harvest shards. When I mouse over a shard deposit, I get a message saying I have to research harvesting first, even though I already have.
In a quest to take out a bandit camp, I had to fight 2 tactical battles. I noticed the second was much slower than the first.
I started a game with the faction (I forget the name) that supposedly starts with more available NPC's, but there wasn't a single one to be found.
