technically levelling up your settlement gives you "Two game tiles" which is 8 squares, while levelling up to a full city (size 5) gives you an additional 16 squares.

Basic Shape, and then perhaps re-texture ... with, of course, the hassle of actually getting a proper animation. The nice thing tho, is that you can add alot of extra appendages, or dimension (Shape) without having to play "optical illusion" with the skins or textures.
Well, if we do have a "Dodge" stat, or what not, I would prefer if Armor didn't give a static -2, but instead percentage demerits to "Dodge" ... although honestly I don't see how Dodge would be implemented without separating Attack into two different stats as well. For instance, wearing Cloth or Leather armor would not effect your Dodge stat, while Wearing Light Chainmail decreased it 10%. Percent Bonuses make sense, Flat Bonuses make sense. They both make sense. some games have (need X stat to equip Y item) ... personally I don't like that. However (I have X stat which makes Y item stronger by N) I like. All in all though, I would be agreeable with a flat bonuses system (N attack from X stat + N attack from Y item).

Its true that most RTS strategies, on stratagems, are blazing cluster fests of fury. I do indeed like this sometimes, although not for a full 2 hours or so (usually). While it may be silly, from a realism perspective, not to have religion, I can understand that its on the same level (strategically) as other "real" elements that will not be included in the gameplay. The amount of Armor/Weaponry you still have post-Cataclysm is part of your background. There must be some significant reason for you to actually still have equipment like that. From a gameplay perspective, if you spend the points for equipment, you are Saving 100 or 200 turns in "badassery" and your Sovereign would be able to kill ALOT of things, including partaking in bumrushing an unfortunate neighbor that didn't so equip himself. True, it might be better to make the race of a city Static. Heck, a Kingdom might take over a fallen city of Urxen, and get Urxen troops, as well as potentially an Urxen Champion!! It would be VERY hard to recruit an Urxen champion though.

The problem is that its can of worms material, and your only going to need to get more detailed before its going to work in the way you want. Which building are the citizens going to move from? Are you recruiting drill instructors, bakers, butchers, carpenters? Farmers, Merchants, Bankers, Teachers? Maybe 5 teachers and 10 bankers? How will you know? No ... I say scrap this whole idea before it gets silly.

I ... doubt there will be a "First Person Hack n Slash" option for the Tac Battles, unless you just mean Camera Perspective, then sure. I am relatively certain that the Tac Battles will be more or less 3-D with lots of Zoom/Camera options.

The rules of combat will be handled in turns, but from what I understand movement will be more-or-less in real time if you choose it so.
