Wish I could help, but I can't recreate it. Started a new .75 game, exited, watched as the cloud updated (I had a Steam window open), and then restarted the game ok.
In that case Resoln had not started casting the spell in my game. I could see that they had completed all 4 towers, but I didn't see any additional indication.
I reported a problem where LH was still running for an extended period after exiting the game, forcing me to kill it with task manager, and a couple of other people said they'd seen the same thing. Could that be what you're seeing, rather than a Steam problem?
I just tried to recreate this by setting the game pace option high, sitting in my first town and hitting enter for turn after turn. Resoln had built the Forge of the Overlord, but I'm not sure they had cast the spell of making. The game ended when I hit the turn limit (after 350+ turns), and that was also presented as a loss by conquest. The developers usually want to see your debug.err file (found in your Documents\MyGames\LegendaryHeroes folder) for these types of problems so that they can see your graphics hardware and software. Can you post that here? Also, they'll often ask if your graphics drivers are up to date, so that's something you can check on. You might also check your LH options and turn down the antialiasing if you have it enabled.

Just started a new game with dense resources. This is better than I usually get, but it still proves the point that you can get good locations next to both forests and rivers:
I've seen the same thing, with another dialog popping up leaving me to guess which improvement had been destroyed.
I think it's a bug. They fixed the problem where the flame dart animation ran from the left side of the screen to the target instead of from the casting champion to the target, so maybe they can fix this one.
If I recall correctly, this was reported in the FE beta also, but never got fixed.
If I remember correctly, this goes all the way back to the beta for E:WoM, where beta testers discovered that you could make a ton of money by selling items found in goodie huts. In order to balance the game, the developers drastically reduced the amount of gildar you could sell items for. Perhaps they went too far, but it's not exactly a bug.
I also think that with more fame you should get higher level heroes. But I'd like to see it that at some point (say, for example, level 9) the heroes start coming with some starting set of attributes but that you get to choose further attributes up to the level of the hero, in the same way that you can choose the attributes of henchman that you train in fortresses that provide level bonuses.
It was listed as having been fixed in the .51 changelog. Fixed an issue keeping players from casting Tireless March on a new unit after it has been dispelled

FYI the exp formula is explained in this thread.
Also, monsters give more exp than AI armies for some reason.
If you have more than one champion in a stack, the exp is divided between the champions. Could that be what you're seeing? For example, if get 10 exp points for a battle, with one sovereign or champion he gets all 10 points. But if you have one sovereign and one champion, each gets 5 points.
