I think it would be a good idea that as a Sovereign you should be able to "Issue Quests" for the adventurers to take. The other side of this is though, that as the Sovereign you simply recruit the hero. Then you send them (use them) to do the Quest and any other Quests you want to do with them, or use them to lead your armies, etc etc. Once you Hire/Recruit a Hero/Adventurer/Champion you don't really have a need to Issue a Quest. You just leave your Sovereign at home and go out as the
I can see why they used beaches and made the rest of the continental shelves as cliffs. It's so we have choke points to defend landings from, which makes sense. I do agree though that river mouths should be another site where players should get ocean access.
